Regards creating/reading floppies from WinXP, you could try the following.
1) Your drive is not NTFS but FAT or FAT32. Create an MSDOS boot disk 
from WinXP by formatting a floppy. "Create an MS-DOS startup disk", is 
one of the check boxes. Boot using the floppy, move to your Coco 
directory on the hard drive, and run DSKINI.EXE, RETRIEVE.EXE, or 
OS9.EXE on a Coco disk.
2) Your drive is NTFS only. Install a second floppy drive. Place the 
needed software on a FAT structured floppy. Create a boot disk as above 
and run the needed Coco software from the MSDOS floppy (B:\) on a Coco 
disk (A:\).
The above is not pretty but it should work.
