[Coco] CMOC 0.1.81 is out: Fixes for some C functions under OS-9

Hi. I have published version 0.1.81 of CMOC, a 6809-generating
cross-compiler for a large subset of the C language.

This version:

- fixes bugs in memcmp(), memicmp(), strcmp(), stricmp() for OS-9;

- fixes compilation problems when building CMOC on Cygwin;

- adds sqrt32() to CMOC's standard library;

- provides some optimizations and minor fixes.
