[Coco] CoCo 2 12v

The CoCo 2 (and CoCo 3 for that matter) no longer supply +12v to the 
cartridge connector. However, voltages higher/lower than +5/-5 volts can 
be obtained at pins 15 & 16 of the SALT chip (U1). According to the 
manual they should be at least +7.5v and -7.5v. unregulated DC.

A video circuit may need some negative and positive voltage components 
but if it's a well-designed circuit it shouldn't need +12v as that is 
way higher than what would be required to generated a NTSC composite 
video signal.
