If you ship across the border using UPS Expedited or UPS Express, you  
only pay any tax (GST) and/or duty owing.  All customs handling fees  
are included in the shipping cost.

Also, Canada Post (via USPS) now charges a $10 customs handling fee on  
any item valued higher than $20 in addition to the tax/duty owing.   
However, despite this requirement and as you note, most packages these  
days seem to be "flying under the radar" of customs.

I agree that it is unfortunate that arrangements were not set up to  
permit the CoCo-X to be delivered outside of the U.S.  I suspect I'll  
be buying a generic Altera development board instead to play with.
