[Coco] can't compile Toolshed on CygWin

That isn't where they were before.  The executables went in toolshed/bin, 
and we added /opt/toolshed/bin to our $PATH.

And, since I did the build as root, I expect I'd better chown the whole 
tree so I can run it.  It won't do me a lot of good to install it in 
/root/bin. ;-)

Now I need to clean up my PATH construction & reboot maybe, uptime is 7 
days by morning & its 400 megs into swap on a 4Gb machine & getting laggy.
