Except unless you're using something like Gmail, you then STILL have to
download them, uncompressed, with even more HTML stuff added to make it purty
for the Web users.

And you have to download each message more than once, because there's more
than one message per page.

I find the argument that Web pages, with all their markup and images, are
somehow more bandwidth-efficient than IMAP4 (where you don't download anything
more than the headers unless you decide to read a message) unconvincing.
