I can imagine that, depending on the game, there are more than a few
roadblocks preventing Steve from gaining full rights to do anything he
wishes with his programs. (e.g. Steve was employed by Datasoft when
he wrote Zaxxon, which in turn was licensed from Sega, and Tandy
purchased distribution rights on top of that.)
