IIRC some 32-bit extensions for Win3.1 back in the day, Win32s or
somesuch, that *may* have included this file. According to WikiPedia,
it's still available via Microsoft's ftp site. It might be worth
trying if Windows 3.1 is what John is attempting to run it under.
