Bob,
You are correct. Permission was given by Lonnie<SP?> and an amount
of money was agreed upon as a royalty. As memory servers it's a dollar
per issue or per year. I forget which. The person doing the scanning
will charge for the disks and will be responsible for making the
payment to Lonnie (now his estate).
As you made clear the disks will not be free and the issues will not
be available for free download.
