There's always VMware, but it aint cheap.
You can run Linux in a Window or Windows XP in an X-windows window, at the
same time.
For that matter, you can run DOS, 98, XP and Linux in Windows, while your
hsot oS is XP, all at the same time, if you have 4GB of ram, and a very fast
machine.

To get Linux & W98 working, I ran Samba (as a service) on Linux, but had to
disable authentication on the W98 side, before I could get WIndows to see
the Samba shares. Once that was done, I could acess the Samba shars on the
Linux machine, from Windows. I would think XP woul dhave a similar problem.
Check out the Linux newsgroups- that's where I got my answer.

But both Windows & Linux have to be running concurrently on the same
machine, based on your original statement of "running at the same time".
The only way to do this is with VMWare, BOCHS, or other similar tools.
