I would say no.
The Copyright Office provided an exemption to legally break encryption
and copy protection that prohibit software from being "moved forward" on
to new media.
Previously, the DMCA made the act of breaking the encryption and copy
protection punishable. Now it is not.
It is still illegal to distribute software you do not have permission to
distribute.
Libraries have always had the "fair use" right to make copies of works
they own to prevent their loss. The DMCA interfered with that right, and
the Copyright Office was convinced to give them an exemption.
