No problem with the wire wrap. 

Yes there appears to be a 9 pin VGA and a RCA jack for composite 
video. There appears to be no RF modulator, so the board would 
not hookup to a TV through channel 3/4.

The board is labeled w i th the IC number. Y ou can remove the 
tags and not loose any info. It is a comon thing to  stick tags on 
important ICs so t hat it is easy to locate them when debugging 
software.
