Actually, from my XP I'm able to format a bootable 1.44 floppy. Windows XP
can create a ms-dos like disk (not sure what version), but it does work with
dskini and retrieve.

If you absolutely need a Win98 boot disk, try to get one from the net.
http://www.svrops.com/svrops/dwnlddisk.htm is one place you can get it.
