[LSC] Shortcuts folder

IMHO a shortcut is a part, used as a part, and should be in parts folder.

It may be a job for the CAD tool to present shortcuts in an efficient
and compact manner. For example LeoCAD has a tree view where all
patterned parts are in a subfolder of the main part. Very effective.
