[LSC] Call for Votes: Second Try: File Format Restrictions forOfficial Parts

Orion, since you're one of the ldraw.org webmasters, can you do as William
suggests?  I suspect that any of us could do it, but I don't know how to do
it right, and I'd rather not mess things up.
