[LSC] File Format Restrictions for Official Parts

(I have the list of stuff that can be transfered from the PT docs into the spec, just need to find the time to do it!)

  Currently, there are only two red comments:

    a.. At the top there's a comment to add stuff in from the PT FAQ etc.
    b.. In the filename section there's a comment asking if the case-insensitive part should go into the official LDraw file spec. 
  I deleted the comment in the META section about the NULL line, since I added a new section about the last line in the file.  Does anyone have any objection to my deleting the remaining red comments and putting what's there up for a vote?
