[LSC] File Format Restrictions for Official Parts

Currently, there are only two red comments:

   - At the top there's a comment to add stuff in from the PT FAQ etc.
   - In the filename section there's a comment asking if the
   case-insensitive part should go into the official LDraw file spec.

I deleted the comment in the META section about the NULL line, since I added
a new section about the last line in the file.  Does anyone have any
objection to my deleting the remaining red comments and putting what's there
up for a vote?
