[LSC] File Format Restrictions for Official Parts

OK, I updated the scratch pad to add the sticker stuff and the <CR><LF> at
the end of the last line requirement. Note that the document doesn't
actually mention regular composite part shortcuts, but probably should.
Having said that, I think it's better for us to get something officially
ratified that's incomplete than to try for completeness and never get around
to ratifying. I would suggest that we strip the red stuff out and vote on
what we have now. Then, assuming that passes, we can go in and add more
stuff as desired.
