Just as a note, there are other files on the tracker that have stickers
pre-applied.  They will presumably need to be renamed by Chris once a
decision is reached.  For now, these are all the sticker applied shortcuts I
found:

2335c01.dat
3596c01.dat through 3596c18.dat (national flags)
4448c01.dat (the part in question)
2924c01.dat

My personal opinion is that it is a non-issue since we don't intend to
provide parts with stickers, only this one exists to maintain compatibility
with previous official libraries...
