[LSC] File Format Restrictions for Official Parts

OK.  I personally think that the CRLF at the end of the file should be
recommended but optional.  However, I don't have a strong feeling about
this.  Should we have it talk about the empty comment lines (0<CRLF>) and
empty lines?
