[LSC] File Format Restrictions for Official Parts

1) all filenames case insensitive is ok
2) I voted yes
3) As discussed in another thread some times ago this is about every
line should have a line end (under dos CRLF) before the file ends. This
is only used for progam authors. I think it is not necessary to make an
agreement to that because both can be handled by progs. I we are going
to force a null line at the end I am not sure that all parts ready for
that because if you code by hand you do not care about this. So I would
suggest to allow both.
