[LSC] File Format Restrictions for Official Parts

I'm responding to this message, instead of one further down the chain,
because the link to the scratch pad is right here easy to find.

I just looked at the current state of the scratch pad document, and it
appears that we have 3 things left before ratifying it:

- Update the LDraw 1.0 spec to state that all filenames are always case
insensitive (assuming we agree that that's the right thing to do).
- Add the sticker stuff in, once we agree on it in the separate thread.
- Deal with the null line comment at the bottom. I'm not sure if it is
talking about a 0 on a line all by itself or an empty line. However, both
should be addressed. My understanding is that empty lines are fine. It's
my opinion that they should be used instead of a 0 all by itself, but that's
just me. However, it doesn't appear that either are mentioned in the LDraw
1.0 spec or the official parts restrictions doc, so maybe that should be
rectified.
