[LSC] Call for Votes: Part/Sticker shortcuts

The LDraw 1.0 spec says 255 characters. However, the as-yet-to-be-ratified
official parts restrictions document restricts part filenames to 25
characters (including the .dat extension), so 21 characters before the dot.

Note that the above document is (hopefully) very close to being ratified.
We'll probably add this sticker stuff into it, though (assuming the sticker
stuff passes, which it looks like it will).
