[LSC] Call for Votes: Part/Sticker shortcuts

Please vote yes or no on the following proposal:

Shortcuts that consist of one part and one or more stickers shall be allowed
in the official library.  Such shortcuts will have a filename consisting of
the part number for the part, followed by a "d", followed by a two-digit
number that starts at 01 and increases with each new part/sticker shortcut.
The following restrictions apply:

The shortcut may not include more than one part.
The sticker(s) must entirely fit on the part, with no portions of the
sticker(s) extending beyond the boundaries of the part.
The sticker(s) must be applied in the same location(s) as shown in the
instructions for the official LEGO model from which the sticker(s)
originate(s).
