Yes, I believe the admins are responsible for the ldconfig.ldr file – purely
because it is part of the distributed library. I don’t mind if the LSC want
to take ownership of the colour code assignment. In the past ownership has
been ambiguous.

I don't know that we're responsible for the colors. (I'm not saying we're
not, just that we might not be.) I know that the LDraw part admins are
responsible for the category list, and it seems to me that ldconfig.ldr is
somewhat similar to this.
