[LSC] part numbers

I think it would be useful to have an explanation about part numbers in 
general on the LDraw.org pages.
Since TLC has released LDD and shows that part numbers also in the 
instruction books  I think it would be a good idea to have the 
explanation for Design ID = LDraw.org part number with no specific color
and Item ID = LDraw.org part number with specific color = LDD number = 
Instruction number.

Also the document at
http://www.ldraw.org/library/tracker/ref/numberfaq/
has to be adopted to the current restrictions. (There is still the 8.3 
rule for filenames mentioned!)

Please let me have your thought!
