[LSC] LDraw.org Official Library Header Specification

Ok, so I was right with my thoughts.
Chris stated the technical side and William the historical.

If we want to change that wording we should NOT use the term "PT 
username" because it is wrong.

First you have to register with LDraw.org. (http://www.ldraw.org/user.html)
In a second step (http://www.ldraw.org/library/tracker/ Item-Submit New 
Parts) you are allowed to upload files to the PT if you have signed the CA.

So I think it could sound like:

    /UserName/ is the author's LDraw username. It needs to be optional
    for those past authors that still don't have a username.
