[LSC] LDraw.org Official Library Header Specification

Hi Guys,
I just try to translate http://www.ldraw.org/Article398.html to German 
language and found the following:/
/

Are there two (2) usernames required?

I think not, but I am not so long with you (since 2004).
If I remember right I got more privileges to send parts to the PT, but 
no new username!

I think this has to be rewritten.
