[LSC] LDraw File Format 1.0

I've corrected a few minor typos and added "command" in front of "line" in a few places in the Colours and Meta Commands sections to clarify "line" (a line in the file), "line" (a number of co-linear pixels between two points) and "line" (a command line)

Other than clarifying the current status of the various file types (see seperate email), I'm done.

  I've moved the working spec from the LSC scratch pad to the draft spec page (http://www.ldraw.org/Article218.html)

  I'm hoping to find some time over the weekend to give it a final review with an aim to issue a Call for Votes on Monday.
