[LSC] File format restrictions for official part files

I agree with the one file approach simply because it sets the Official 
Library standards all in one place unlike now where they are spread 
about in a combination of several random pages on LDraw.org, a few 
obscure LUGNET posts, and a dash of tribal knowledge.
