The only difference between the two is that the previous one only allowed for one optional qualifier, while this one allows for zero or more qualifiers

This proposal is in THREE parts.

A "no" vote for part a) will imply "no" votes for parts b) and c)
A "yes" vote for part a) will require seperate votes for parts b) and c)

------------Beginning of proposal----------
a) To add optional qualifiers to the !LDRAW_ORG meta-command.
The new syntax for this meta-command becomes
0 !LDRAW_ORG Part|Subpart|Primitive|48_Primitive|Shortcut (qualifier (... qualifier)) UPDATE YYYY-RR
(see http://www.ldraw.org/Article398.html).
The "Unofficial_" extension of Appendix I is still valid.
There may be zero or more qualifiers per file.


b) To define an "Alias" qualifier for the !LDRAW_ORG meta-command.
The purpose of the Alias qualifier is to identify a part which is visually identical to another (often caused by LEGO using two differnet numbers, one for opaque and one for trans versions of the same part e.g. http://www.ldraw.org/cgi-bin/ptdetail.cgi?s=32061, but more recently, there have also been new part numbers for well-established parts - such as brick 2x6).
An alias file will typically, but not necessarily, contain only one sub-file reference (line type 1) entry
A file with an Alias type qualifier must not refer to a file that itself has an Alias qualifier.


c) To define a "Physical_Colour" qualifier for the !LDRAW_ORG meta-command.
The purpose of the Physical_Colour qualifier is to identify a part which is encoded as a specific colour of a part e.g. http://www.ldraw.org/cgi-bin/ptdetail.cgi?s=73311

An alias file will typically, but not necessarily, contain only one sub-file reference (line type 1) entry, where the entry has a specific colour value and not colour 16
