[LSC] LDraw File Spec - Call for public comments posted to Lugnet

People,

I know the three weeks arn't up yet on Lugnet, but I've started pulling the comments that have been made so far together.

I've extracted all the relevant parts of people's posts and also summarised them.  These I'll post in another reply.  I've also gone through the comments and indicated whether I agree with them or not - I'll put that in a seperate post.

Don't know if we need to start discussing these yet, just thought it would be good to get the ball rolling again
