[LSC] File Format Restrictions for Official Parts

OK, I understand now. I actually agree that this is a good way to go
(although it does prevent LDView from detecting that part as being smooth).
That's enough for me personally to at the very least change the wording to
say that if they overlap, it should be done on those rare occasions that
such an overlap can cut down on the number of required lines in the file.
