I don't think we really discussed this.  I'm open on the value.  I wonder
how hard it would be to run Philo's tool on all existing official parts with
varying thresholds to see what a "reasonable" value would be.  For example,
if 1 gives us 200 "bad" parts, 2 gives us 10, and 3 gives us 8, I'd probably
prefer 2.
