[LSC] File Format Restrictions for Official Parts

If you can come up with a reason that this is not a mistake in a part, then
we should allow it. However, I can't think of a reason that this would
happen on purpose. If it is always a mistake, then I think it should be
forbidden. (Of course, unless a tool is made to enforce this, it's probably
unlikely to ever be checked.)
Having said all that, I'm OK with having this be a warning (which probably
would then belong in the LDraw 1.0 spec, and not the parts restrictions
doc).
