I agree that we should disallow identical linetype 1 lines.

In addition to this, I think we should add that for conditional lines, only
the first two points (the ones that actually conditionally get drawn) are
the ones that are checked for identicalness.  Additionally, it should
probably be illegal to have type 5 lines overlap type 2 lines.
