[LSC] File Format Restrictions for Official Parts

Here are my thoughts:
Co-planar tolerance:
I would change the wording on this section as follows:
A quad (line type 4) must be planar, meaning that if it is split into two
triangles, both triangles will be co-planar with each other. There are
always two ways to split a quad into two triangles, and both ways must
result in co-planar triangles. The triangles are considered co-planar if
the angle between their surface normals is less than or equal to 1 degree.
Under the BFC section, BFC CERTIFY and BFC NOCERTIFY are missing. I believe
that 0 BFC CERTIFY is still the recommended way to indicate that a file is
BFC-certified. We can discuss BFC NOCERTIFY if people think it doesn't
belong in official parts.
Also, I personally would skip the compound BFC commands. Just list all the
possible first words after BFC. The BFC spec allows some BFC commands to be
joined with others, but they are also all valid independent of the others.
You just come up with a much bigger list when you try to list all the valid
combinations. However, if people feel that it's better to list all the
compound combinations, we do need to be extra sure that we haven't forgotten
any.
