[LSC] File Format Restrictions for Official Parts

The part I have in mind has been officially released and then returned to
the PT for BFCing

When I asked about removing the pov-ray code during the BFCing process I was
told (by Steve) that it should stay

So we seem to have a major difference of opinion about "grand-father" rights
of parts.

Personally I think a part on the tracker should conform to new standards (so
I'm of the same opinion as Orion), but have been told otherwise (by Steve)
