I meant existing certified files, but we need to allow for "existing certified files that may end up on the tracker in the future" (just thinking of all the certified files that landed on the tracker when BFCing was the vogue!)

POV-Ray statements aren't allowed; that was decided years ago. If by "old files" you mean existing certified files, then I would say that they should be left alone. If you mean files that are already on the tracker, I'm not sure.
