[LSC] File Format Restrictions for Official Parts

Rats!  Look like I just "volunteered" to draft it.

Suggestion.  We do a "work in progress" version that just covers 
restrictions on the file format spec for official parts, publish and adopt 
that (which gets the immediate requirment to publish the information taken 
out of the file format spec out of the way) and then do the full version.
