[LSC] File Format Restrictions for Official Parts

Why not do both?  If the "Official Parts Format Specification" started with 
the LDraw File Format Spec as its "base", lists restrictions on it and then 
covers additional requirements for Official Parts we can have our cake and 
eat it!
