[LSC] File Format Restrictions for Official Parts

Which also raises two of the "tribal knowledge" items that needs covering in 
the document

1) precision (is it 3dp for parts/primitives and 4 dp for hi-res primitives)
2) trailing 0s on numbers (1.5 or 1.500)
