Mike,

The whole point of removing these items from the File Format spec in the first place is that they are actually nothing to do with the general LDraw file format but are specific extra requirements for library parts, and as such, do not live in the File Format spec but need their own document. For the same reason that the parts header spec is not an appendix to the file format spec, these are neither.

I think we should handle this as an appendix to the existing LDraw.org File Format Version 1.0.0

Appendix I (xx-Dec-07)

Restrictions of the File Format for Official Parts (or on the Parts Tracker)

a.. All files have to carry the DAT extension.
a.. The only Meta-commands that are allowed are BFC and that in the Header.
a.. The length of the filename is limited to 25 characters (including the extension) and may only contain the following characters: a-z, A-Z, 0-9, _, -, and . (to avoid confusion with English grammar, comma is not permitted while period (full-stop) is permitted).
I think this is clear and understandable, also for not native english people.

I have no idea why the 0.27 file spec only excluded the Write/Print meta command and not also step, clear, pause, etc, but I agree with Mike that we would be better to say what is permitted rather than what is not.

Hopefully I'll have some time at the weekend to start making a proper spec document

I agree so far, but I think the only meta command allowed should be comments like "0 // text" and "0 BFC [options]". This would be much easier to understand an no question will arise.
