[LSC] File Format Restrictions for Official Parts

Last year's LSC didn't want any of that info in the file format spec. It's
NOT part of the file format, and while the part library is an integral part
of the LDraw system, we felt that library-specific restrictions belonged in
their own spec. That could change this year, but that's how things stand
right now.
