[LSC] File Format Restrictions for Official Parts

I just have had time for this job.

I think we should handle this as an appendix to the existing LDraw.org
File Format Version 1.0.0 <http://www.ldraw.org/Article218.html>

Appendix I (xx-Dec-07)

Restrictions of the File Format for Official Parts (or on the Parts Tracker)

* All files have to carry the DAT extension.

* The only Meta-commands that are allowed are BFC
<http://www.ldraw.org/article/415> and that in the Header
<http://www.ldraw.org/Article398.html>.

* The length of the filename is limited to 25 characters (including
the extension) and may only contain the following characters: a-z,
A-Z, 0-9, _, -, and . (to avoid confusion with English grammar,
comma is not permitted while period (full-stop) is permitted).

I think this is clear and understandable, also for not native english
people.
