I agree with Tore, and I also think it doesn't need the brackets. I 
would make it read:

"Every line of the file contains one command. Every command is 
independent of other lines. There is no line length restriction, except 
  the part description line which is limited to 64 characters. See 
header format at http://www.ldraw.org/Article398.html."
