[LSC] Rejected: standard Unofficial directory

I updated the ldraw.org Standards Comittee page here:

I don't know if we want this recorded there or not. The introductory text
originally said "agreed on". I changed it to "voted on" in order to allow
publication of our rejected proposals as well as our accepted ones.
If anyone thinks that we should only report positive progress there, I don't
really have a strong opinion either way. Feel free to remove the latest
entry, reword it back to "agreed on", and fix the "Last updated" text.
