I vote NO.

Most users will have a hard time understanding why
only some programs can find the parts they are using in their model.

It may be nice to keep unofficial parts in a separate directory
but you get the same functionality if you put them into PARTS.
And when officially released they will be overwritten by the official files.

Newer programs can read the headers of the parts and present them to the users
in a virtual Unofficial folder even though they physically came from PARTS.
