[LSC] Updating the PT reference in prospect of the new!CATEGORY and !KEYWORDS meta

please consider updateing also the following (some must be
updated to be in sync with the specs).

0 !KEYWORDS <first keyword>, <second keyword>, ..., <last
keyword>

* The !CATEGORY and/or !KEYWORDS lines should appear at the
beginning of the part-file, just after the standard header.
Something like this: 
must be:
The !CATEGORY meta-statement, if present, must appear in the
part header, as defined by the LDraw.org Official Library
Header Specification [link].

* 0 Some Part
0 Name: 0000.dat
0 Author: Me
0 Unofficial Part

0 !CATEGORY Some
0 !KEYWORDS shape, theme, useful

must be:

0 Some Part
0 Name: 0000.dat

* There was some discussion of whether 0 !CATEGORY should
support a multi-level classification system, but this was
never decided. 

should be deleted since the LSC has decided.

* LDraw/LCAD part library 
should be
LDraw parts library 

* Entries on a 0 !KEYWORDS meta-statement can be
comma-delimited, or just space-delimited. Each entry can be
any string of text. Most search-engines will probably
perform searches on all the entries, as a single string of
text. So internal delimiters are probably not all that
important.

must be:

Entries on a 0 !KEYWORDS meta-statement have to be
comma-delimited. Any white-space should be reduced to a
single space, and leading and trailing spaces on the keyword
ignored.
