[LSC] Updating the PT reference in prospect of the new !CATEGORY and !KEYWORDS meta

Hi

I have changed the "CATEGORY and KEYWORDS" link on the Parts Tracker
Reference to point to http://www.ldraw.org/Article340.html, but now we have
a (almost) circular reference, because this has a link to
http://www.ldraw.org/library/tracker/ref/catkeyfaq/. That FAQ page can
probably now be deleted, but I don't want to do so while it is still a
target.
